Video/Webcast What are auctions for RES support and why do we need them? This webinar will introduce how auctions can be used as instrument to allocate support for renewable energy sources (RES) in the electricity sector and to determine the adequate support level. We will present the requirements of the State Aid Guidelines of the European Commission for competitive elements in RES support schemes, give an overview over the expected timing of implementation and discuss the defined exceptions. Based on the analyses undertaken in the AURES project, we will then present which auction formats and pricing rules may be suitable for RES auctions and mention the most crucial design elements. These will then be further discussed in more detail in the other webinars of the series. Source: AURESPublished in: 2015 Last updated on: 30/10/2019 More
Video/Webcast How to design RES auctions: general principles This webinar will give practioners the first hands-on information on the design of RES auctions. Here, we will go through the selecting of adequate auction formats and pricing rules for RES auctions. We base our recommendations on the ongoing theoretical and experimental analysis work currently undertaken by auction experts in the AURES project. We will show how the selection of the appropriate design depends on specific policy goals and market conditions in a country. We also present how certain designs may score in terms of different success criteria (such as effectiveness, efficiency, socio-political feasibility and more), and what trade-offs and synergies may arise between criteria. Video/Webcast Auctions for RES support: what can we learn from other industries? This webinar will give an overview of auctions in other relevant industries, such as industrial procurement auctions, auctions for telecommunications licenses, auctions for refinancing operations, and others. It will describe the main features of these auctions including goals, market conditions, auction formats and their reputation. We will then present the main similarities and differences to RES support and derive some potential lessons learned for the design of RES auctions. Video/Webcast How to design RES auctions: practical and empirical aspects This webinar will present international experiences, with auctions for RES support, both in Europe and the rest of the world. We will give special focus to several country cases with detailed insights into the design, process, realisation rates of the auctions. We will present some general lessons learned from international experiences and suggest some best practices for future implementations of RES auctions. Video/Webcast How to participate in auction for RES support This webinar is mostly directed towards investors and project developers that are engaged in bidding in RES auctions. We will go through different behavioural incentives, depending on auction format and pricing rule and describe the most common bidding strategies. We will assess these bidding strategies, e.g. in terms of rationality. We will then present do’s and don’ts for bidding in a RES auction. Video/Webcast Specific design elements for RES auctions: ensuring actor diversity This webinar will give practioners more hands-on information on the design of RES auctions, focusing on actor diversity. It is a goal of policy makers to ensure a broad range of different actors participating in the development of RES. We will present what the different policy goals are and what they exactly mean for the ensuring of actor diversity. This implies going through different definitions of small actors, including but not limited to the definition used in the State Aid Guidelines. We will then present the relevant design options for protecting small actors in RES auctions and discuss arguments for and against each of them. Video/Webcast Specific design elements for RES auctions: pre-qualification rules and penalties This webinar will give practioners more hands-on information on the design of RES auctions, focusing on pre-qualification rules and penalties. The two elements are closely related in that they are, amongst other things, used to enhance the ‘seriousness’ of bids and improve realisation rates. We will present the different design alternatives and arguments for and against using each of the features. Furthermore, we will give an overview of current practices for both design elements implementations for RES support in Europe and the rest of the world.
